Kane Man Facing Multiple Charges Stemming from Incident with a Dog

WARREN, Pa. – A Kane man is facing multiple charges after Pennsylvania State Police troopers responded to an incident regarding possible impairment.

According to a PSP-Warren report, troopers were called to the area of 129 Butternut Court in Conewango Township at approximately midnight on Tuesday, May 9. When they arrived, police said, they observed Todd Long, 33 of Kane, “who appeared to be impaired with a dog.”

Police said Long “appeared to be hallucinating and afraid, causing him to pull on the dog’s leash.” Troopers said they contacted Long’s mother, who agreed to come pick him up. Then a woman came out of the residence, police said, and troopers tried to persuade Long to go inside and go to bed. Police said Long refused to go inside and instead wanted to go home with his mother.

“Long repeatedly began yelling and becoming scared,” according to the report. “Long repeatedly gripped the dog’s leash, causing him to lift the dog off the ground by its neck with the leash.”

Troopers said they asked Long multiple times to calm down and loosen his grip on the leash. Troopers then attempted to take the leash to allow the woman to take the dog inside. According to the report, Long refused to let go of the leash and began to resist.

It took the troopers approximately five minutes to get Long handcuffed, according to the report. Troopers requested assistance from Warren City Police to transport Long.

According to the report, “Long continued to resist, kicked the side of the car, and refuse to get in the vehicle. After a brief struggle, Long was placed in the patrol unit. While in the patrol vehicle, Long repeatedly kicked the door and seats of the Warren City PD vehicle.”

Once taken to the Warren County Jail, police said, Long “became actively combative and resistant.”

Police said Long repeatedly attempted to kick multiple troopers and jail guards, and attempted to bite one of the corrections officers. According to the report, Long was “drive-stunned by a taser” twice by jail officers.

“Once handcuffed, we attempted to fasten Long into a restraint chair,” police said. “Long continued to kick, flail, and actively resist until all restraints were secured. Long did not respond to pain compliance or the taser.”

According to online court records, Long was initially jailed with bail set at $10,000. That amount was increased to $35,000 because Long “failed to disclose current probation status and criminal history.”

Long is facing two felony counts of aggravated assault, one felony assault by prisoner, two misdemeanor disorderly conduct, one misdemeanor recklessly endangering another person, one misdemeanor resisting arrest, and one summary cruelty to animals. Court records say Long is scheduled for a preliminary hearing at 9:50 a.m. on May 17.
