WARREN, Pa. – Russell’s Sidney Spangler is the 2023 Warren County Fourth of July Celebration’s Grand Prize Winner, the committee announced Sunday.
Spangler won the $5,000 grand prize and was presented a check by the Committee Treasurer, Kelly Thompson, at Werner Park in Russell.
