Warren City Manager Nancy Freenock Announces Retirement; Councilman Joe Michaels Resigns

WARREN, Pa. – Warren City Manager Nancy Freenock and Warren City Councilman Joe Michaels announced intentions to leave their posts at Monday’s Warren City Council meeting.

Freenock announced her retirement with the prerequisite three-month notice, with her retirement becoming official on August 22.

Freenock has served in her post for nearly 10 years, taking over in August of 2012.

“It has been my pleasure and an honor to serve the residents of Warren,” said Freenock, who resides in Clarion. “It is my sincere hope that all the projects which are currently in the planning stages and the plethora of grants which I have been successful in securing will come to fruition.”

Freenock was approved for a contract extension in April of 2021, which was to take her tenure through the end of 2024.

“The city staff is knowledgable and well-seasoned,” Freenock said. “Hopefully, they will continue to serve the city for many years.”

Mayor David Wortman, as well as Council Vice President David Wortman, also thanked Freenock for her service.

“We would like to thank Nancy for her many years of service,” said David Wortman, who wasn’t physically present at the meeting but joined via Zoom. “We wish you all the best.”

Added John Wortman, who as Vice President ran Monday’s meeting without Mayor Wortman present: “We would like to thank you greatly on behalf of the City Council for the work you have done for the City of Warren. We wish you all the best in the future and look forward to continuing to work together for the next three months.”

Michaels, meanwhile, was elected to council in November of 2021 and began his term in January. He announced his resignation effective July 31, 2022, citing a job opportunity outside of Warren.

“It has been a pleasure working with my fellow council members,” Michaels said. “I am confident the City of Warren will have a bright future in your capable hands.

Mayor David Wortman also expressed his appreciation for all of Michaels’ hard work on council.

“We are really sorry to see you go,” Wortman said. “I know you put a lot of time and effort into your campaign. I completely understand jobs and how that works. Just know that we appreciate the time and effort you have put into council.”
