Two Charged as a Result of Drug Raid

WARREN, Pa. – Two people were arrested and are facing multiple charges as a result of a Warren County Drug Task Force operation on W. Fifth Avenue in Warren on Monday, Feb. 12, 2024.

Just after 1 p.m. Monday, officers executed a search warrant at 1000 W Fifth Ave in Warren. Michael Shane Ray Reynolds, 47 of Warren, and Caroline Anne Frampton, 31 of Warren, were arrested on charges of Possession with Intent to Deliver (Methamphetamine and Fentanyl), Conspiracy Possession with Intent to Deliver, Possession of Controlled Substances (Methamphetamine and Fentanyl) and Possession of Drug Paraphernalia. Frampton was also charged with a separate count of Tampering with or Fabricating Physical Evidence.

“This is after a long investigation, since about April of 2023,” City of Warren PD Capt. Jeff Dougherty said. “I can’t get into specifics about what the officers located inside the residence, but they are in the process of contacting other agencies for assistance.”

Both are currently being held at the Warren County Jail. Warren County Assistant District Attorney Cody Brown said that bail had not been set, nor had a date/time been scheduled for a preliminary hearing as of 9:30 p.m. on Monday.

Dougherty said no minors were in the residence and no one was injured during the operation.

“Officers were assisted at the scene by members of the Pennsylvania State Police Clandestine Lab Response Team,” Brown said. “The investigation is still ongoing.”
