Warren County Commissioners Adopt 2023 Budget

WARREN, Pa. – The Warren County Commissioners approved a budget that does not include any tax increases at Wednesday’s meeting.

“Any time you can pass a budget without a tax increase, that’s a good thing,” said Commissioner Jeff Eggleston. “I think this is the easiest budget process we’ve ever had. Thank you to Lisa (Hagberg, Director of Finance) for a job well done.”

Commissioner Ben Kafferlin reiterated that most county departments have been able to keep their budgets flat, with a small increase in costs due to inflation.

“This is a lengthy process,” Kafferlin said. “I also want to thank Lisa and her team for establishing this budget for 2023. The operational budget is really good, it’s static. There are some wage adjustments with inflation and that kind of thing, but nothing out of the ordinary in terms of the operating budget.”

Kafferlin explained that the biggest change in the 2023 budget is splitting operational and capital expenses.

“It’s probably worth noting that we’re not going to have all the funding to cover capital expenses,” Kafferlin said. “We’ve done a good amount of work as far as maintenance agreements and such, but we need to stay on top of capital needs. I think we can come up with some creative solutions.”

Hagberg was pleased with how the budget and the process played out.

“I was really happy with the way the 2023 budget turned out,” Hagberg said.
