Russell Man Facing Rape, Trafficking Charges Against Minor

WARREN, Pa. – A Russell man is facing multiple felony charges stemming from alleged sexual encounters with a minor.

According to online court records, Charles F. Kemery III, 52 of Russell, was charged with Trafficking in Individuals (Felony 1), Patronizing a Victim of Human Trafficking (Felony 1), Rape Forcible Compulsion (Felony 1), and Corruption of Minors (Misdemeanor 1) on Wednesday, April 17, 2024. The charges were filed following an investigation into alleged sexual encounters with a minor in April 2014.

According to the affidavit of probable cause, the victim reported the incidents to Pennsylvania State Police in December 2023. The victim said that she had been “involved in a sexual relationship with (Kemery) when the victim was 16 years of age,” the affidavit states.

The victim, police said, reported that in early April 2014, Kemery enticed the victim to engage in a sexual act at the Holiday Inn by offering to buy the victim a carton of cigarettes. The cigarettes would be provided “if the victim would lay down upon the bed in (Kemery)’s hotel room” while Kemery pleasured himself, according to the affidavit.

The victim said she complied but was not provided the cigarettes, police said. Throughout the sexual relationship, police said, Kemery purchased food for the victim and allowed her to drive his car.

“(Kemery) would, on occasion, verbally berate the victim if she did not want to engage in sexual
activity until she would succumb and then engage in sexual acts with him,” the affidavit states.

Bail was set at $25,000 and a preliminary hearing is scheduled for 1 p.m. on May 22 in front of Magisterial District Judge Raymond Zydonik.

Kemery has two other cases pending involving sex-related crimes. He’s facing felony Statutory Sexual Assault, Corruption of Minors, and Unlawful Contact with a Minor, among other charges on one docket, and felony Trafficking in Individuals, Corruption of Minors, and Unlawful Contact with a Minor, along with other charges in the second docket.
