City RDA Invites Owner of Blighted Property to Address Problem

WARREN, Pa. – The City of Warren Redevelopment Authority is seeking the input of the owner of 7 Hinkle St. to attend its next meeting (July 27) to address what he plans to do to avoid having the RDA take action on the property.

“Seven Hinkle has been deteriorating for a few years now,” said Zoning Enforcement Officer Scott Taylor. “It’s gone through first and second blight and passed through the planning commission. The city is keeping the property mowed so it doesn’t turn into a hayfield. There will be no abatement on that property whatsoever.”

Taylor said all the utilities have been shut off.

“It continues to sit,” he said.

There was some initial interest in the property, but that fell through.

“We had an individual who was interested, but was being uncovered for liens was far more than the sale price,” Taylor said.

Tax Claim Bureau Director Phil Gilbert told the committee that 2019 taxes had been paid on the property.

“We invite the owner to come address the blight in July,” Taylor said.
