Warren City Council Approves Pavement Milling and Overlay Project; Will Include 19 City Blocks

WARREN, Pa. – Warren City Council approved a bid by IA Construction during Monday’s meeting for its 2023 pavement milling and overlay project.

The bid is in the amount of $530,170.45 and will include the pavement of 19 city blocks.

“The base bid for IA is for $370,833.35 and an optional work bid of $159,287.10,” explained City Manager Mike Holtz. “The city always has a clause that we can pick and choose how much of the optional work we would like to do.”

Holtz said that the 2023 overlay budget anticipates using $270,000 from the liquid fuels budget and another $190,000 from the general fund for a total of $460,000.

That amount is $70,170.45 short of funding for all of the base and optional work, but it was recommended and approved that the city use an additional $11,700 from liquid fuels and $58,470.45 from the general fund to accomplish the entire project.

“The city typically tries to maintain a balance of liquid fuels fund that we use for unforeseen or unbudgeted circumstances,” Holtz said. “Over the years we have used that now and again.”

Mayor Dave Wortman said that the relatively light winter saved the city money.

“We were fortunate enough to have a light winter and didn’t spend a lot of funds relative to overtime,” Wortman said.

The 2023 project includes Carver St., Connecticut Ave., Falconer St., Hall St., Madison Ave., Monroe St., West St., and Willoughby Ave.

The optional work includes Fifth Ave. W. from the bridge to Water St., Water St. to East St., and East St. to Market St.

It also includes Hill St. and Malvina St.

“Some of these are very long blocks,” Holtz said.”IA has completed numerous projects throughout the city and comes highly recommended.”
