Outgoing City Council Members Thanked for Their Service

WARREN, Pa. – The Warren City Council will look a little different at the start of the new year, and at Monday’s meeting, Mayor Maurice Cashman took the time to thank those outgoing members of the council.

Gregory Fraser, Doug Hearn, Paul Giannini and Kim Exley were thanked for their time and service.

Fraser served the longest, sitting on the council for the last eight years.

“I’ve always valued your legal background and just overall common sense,” Cashman said of Fraser. “Your input has always been welcomed and you will be missed.”

Of Hearn, Cashman stated: “You have always been loyal, shown up and given really good input. You are always about doing the right thing at the right time. If you have some time, we do have some committee vacancies and would value your input.”

Cashman himself will be outgoing as mayor, with David Wortman set to take over the post. Cashman will remain on the council, however, along with the incoming members Wendy McCain, Joe Michales and Jared Villella joining John Wortman and Phil Gilbert.

Exley took over during the middle of 2021, replacing the vacated seat left by Christian Zavinski.

“I know you weren’t with us very long, but you always showed up and gave valuable insight,” Cashman said of Exley. “Look forward to continuing to work with you.”

Exley will continue working with the city as a member of the planning commission.

Of Giannini, Cashman said: “Thank you for serving, I’m sorry we haven’t been able to see you in person with all the craziness of COVID. We appreciate you and wish you the best of luck in the future.”

Council Vice President John Wortman also took time to thank the outgoing members at the conclusion of the meeting, noting Fraser’s years of service will be impossible to replace, thanking Hearn for his willingness to compromise, Exley for her dedication in her short time and Giannini for all of his expertise.
