Council Temporarily Delays Roundabout Discussion

WARREN, Pa. – Warren City Council will revisit roundabout talk, but it wasn’t at Monday’s meeting.

Council must wait for a ruling from the Pennsylvania Ethics Committee before they can continue to discuss the roundabout at the intersection of Pennsylvania Ave. and Market St.

Construction is set to begin on the roundabout later this year.

The issue was brought up by councilman John Wortman on whether Mayor David Wortman can vote on roundabout decisions based on his employment with United Refining and United’s challenge to the project.

“There are different facts now, different council members,” said Solicitor Andrea Stapleford. “It’s been forwarded to the PA Ethics Committee, and we don’t have that opinion back yet. When received, it will be shared and the item will be back on the agenda.”

The roundabout discussion was originally on Monday’s agenda but had to be removed for the reasons stated.
